II. UNDERGRADUATE ADMISSION IN 2026

Admission subjects and eligibility requirements:

1.1. Admission candidates must meet the following conditions:

a) Meet the admission threshold prescribed in Section 1.2;

b) Be sufficiently healthy to study in accordance with regulations;

c) Have sufficient personal information and application documents as prescribed.

1.2. Admission threshold for training programs

Pursuant to the Standards for Undergraduate Training Programs in the Field of Law issued under Decision No. 678/QĐ-BGDĐT dated March 14, 2025 of the Minister of Education and Training (MOET), learners of undergraduate training programs in the field of Law must meet the following requirements:

  • Have graduated from upper secondary school or equivalent;
  • The total admission score must reach at least 60% of the maximum assessment score;
  • The score in Mathematics or Literature in the admission subject combination must be at least 06 points on a 10-point scale.
  • At the same time, candidates must meet the admission threshold for training programs in the field of Law prescribed by MOET, VNU, and VNU University of Law.

1.3. Foreign candidates

Foreign candidates must meet the language proficiency standards required by the relevant training program and discipline in accordance with the regulations of MOET.

Description of undergraduate full-time admission methods in 2026 (admission)

In 2026, VNU University of Law uses the following admission methods:

2.1. Method 1 (Code 100): Admission based on the results of the 2026 High School Graduation Examination; Combining the results of the 2026 High School Graduation Examination with an international English certificate for admission

2.1.1. Admission based on the results of the 2026 High School Graduation Examination

Applicable to candidates with scores from the 2026 High School Graduation Examination. The University uses 10 admission subject combinations with no difference in admission scores among the admission subject combinations. Specifically, the admission subject combinations are as follows:

Candidates who have already obtained a high school graduation diploma and/or an intermediate-level graduation diploma, if wishing to register for admission to VNU University of Law in 2026, must take the 2026 High School Graduation Examination as a basis for admission. Candidates shall select examination subjects appropriate to the University’s admission subject combinations.

2.1.2. Combining the results of the 2026 High School Graduation Examination with an international English certificate for admission

For subject combination D01, which includes English, candidates may use a converted international English certificate (IELTS, TOEFL iBT) (according to Appendix III) in place of the English examination subject, combined with the scores of the other 2 subjects (Mathematics, Literature) in the combination for admission in accordance with the general plan of MOET.

Candidates must meet the following conditions:

  • Have an IELTS certificate with a minimum score of 5.5 or a TOEFL iBT certificate with a minimum score of 72.
  • The foreign language certificate must cover all 4 skills. Online foreign language examination certificates are not accepted.
  • Foreign language certificates must remain valid until the end of the admission registration/application submission period (certificates are valid for 02 years from the examination date).

2.2. Method 2 (Code 301): Direct admission and priority admission in accordance with the regulations of MOET

2.2.1. Direct admission

Direct admission applies to candidates who have won first, second, or third prize in one of the following subjects: Mathematics, Physics, Chemistry, Literature, History, Geography, English, or French in the national or international Excellent Student Competition organized by or participated in at the request of MOET.

The prize must have been obtained no more than 03 years prior to the time of direct admission.

2.2.2. Priority admission

Candidates are admitted under the priority admission category if they meet the following conditions:

  • Have won first, second, or third prize in an international Science and Engineering Competition or first prize in a national Science and Engineering Competition (in the Social and Behavioral Sciences group and with a competition project assessed by the Admissions Council of VNU University of Law as relevant to the registered admission discipline) organized by or participated in at the request of MOET; the prize must have been obtained no more than 03 years prior to the time of admission.
  • Meet the admission quality assurance threshold of the training program.

2.3. Method 4 (Code 401): Admission based on the results of the Competency Assessment Test organized by VNU

Admission of candidates who have results from the High School Student Assessment Test (HSA) organized by VNU (regardless of admission subject combination). Score conversion and admission score thresholds shall be implemented in accordance with the regulations of VNU and MOET.

The HSA result must remain valid until the end of the admission registration/application submission period (valid for 02 years from the examination date).

2.4. Method 5 (Code 500): Admission of candidates who are students of university preparatory schools

Admission shall be conducted in accordance with Circular No. 44/2021/TT-BGD&ĐT issued by MOET on December 31, 2021 and the regulations of VNU University of Law. Specific admission conditions for candidates who are students of university preparatory schools are as follows:

  • Have graduated from upper secondary school or equivalent;
  • Have completed the university preparatory program;
  • Upper secondary school academic performance is at least classified as Good; the overall average score in English at upper secondary school is at least 7.0 or the English score in the High School Graduation Examination is at least 5.0 (on a 10-point scale);
  • Meet the admission quality assurance threshold for the registered discipline (in 2025, the admission quality assurance threshold for the disciplines of VNU University of Law was 20 points; VNU University of Law will consider the candidate’s highest subject combination score);
  • In addition, pursuant to the Standards for Undergraduate Training Programs in the Field of Law issued under Decision No. 678/QĐ-BGDĐT dated March 14, 2025 of MOET, candidates must simultaneously meet the following requirement: The score in Mathematics or Literature in the admission subject combination must be at least 06 points on a 10-point scale.

Rules for converting admission threshold scores and admission scores among admission subject combinations and admission methods

The conversion of admission threshold scores and admission scores shall be implemented in accordance with the regulations of MOET and VNU. The University will announce them according to the general schedule of MOET and VNU.

Other necessary information for candidates applying to VNU University of Law

5.1. Additional conditions used in admission

The University conducts admission by discipline code, selecting candidates from the highest score downward until the quota for each discipline is filled, without distinguishing the order of preferences among candidates. In case multiple candidates have the same admission score at the end of the list, priority shall be given to candidates with lower bonus points; in case multiple candidates have the same admission score at the end of the list and the same bonus points, priority shall be given to candidates with a higher preference order.

5.2. Bonus points in accordance with the regulations of VNU and VNU University of Law

5.2.1. Reward points

Candidates eligible for direct admission under Section 2.2 but who do not exercise their right to direct admission shall be awarded reward points as follows:

  • First prize in the national or international Excellent Student Competition organized by or participated in at the request of MOET: 3.0 points;
  • Second prize in the national or international Excellent Student Competition organized by or participated in at the request of MOET: 2.5 points;
  • Third prize in the national or international Excellent Student Competition organized by or participated in at the request of MOET: 2.0 points.

The prize must have been obtained no more than 03 years prior to the time of admission.

5.2.2. Merit points

Candidates shall be awarded merit points in the following cases:

a) Candidates who win a consolation prize in one of the following subjects: Mathematics, Physics, Chemistry, Literature, History, Geography, English, or French in the national or international Excellent Student Competition organized by or participated in at the request of MOET: 5 points;

b) Candidates who are eligible for priority admission under VNU regulations as prescribed in Section 2.2.2 but do not register for priority admission; candidates who win second or third prize in the national Science and Engineering Competition (in the Social and Behavioral Sciences group and with a competition project assessed by the Admissions Council of VNU University of Law as relevant to the registered admission discipline) organized by or participated in at the request of MOET and meet the admission quality assurance threshold of the training program shall be awarded merit points as follows:

  • First prize in a national or international Science and Engineering Competition organized by or participated in at the request of MOET: 1.5 points;
  • Second prize in a national or international Science and Engineering Competition organized by or participated in at the request of MOET: 1.0 point;
  • Third prize in a national or international Science and Engineering Competition organized by or participated in at the request of MOET: 0.5 point.

c) Upper secondary school students nationwide whose academic performance for all 3 years of upper secondary school is assessed as good (academic performance classified as good or above) and who meet one of the following criteria:

  • Win first, second, or third prize in upper secondary school Olympic competitions of VNU;
  • Win first, second, or third prize in the VNU upper secondary school Excellent Student Competition;
  • Win first, second, or third prize in a provincial/municipal Excellent Student Competition.
  • Prize-winning subjects include: Mathematics, Physics, Chemistry, Literature, History, Geography, English, and French.
  • Prize-winning competition projects belong to the Social and Behavioral Sciences group.
  • The prize must have been obtained no more than 03 years prior to the time of admission.

The bonus point scheme for candidates in this category is as follows:

  • First prize (VNU upper secondary school Excellent Student Competition, VNU upper secondary school Olympic competition, provincial/municipal Excellent Student Competition): 1.5 points;
  • Second prize (VNU upper secondary school Excellent Student Competition, VNU upper secondary school Olympic competition, provincial/municipal Excellent Student Competition): 1.0 point;
  • Third prize (VNU upper secondary school Excellent Student Competition, VNU upper secondary school Olympic competition, provincial/municipal Excellent Student Competition): 0.5 point.

Note: For the same examination subject/field in which a prize is obtained, candidates who have multiple prizes among the types of prizes specified in Sections 5.2.1 and 5.2.2 shall be awarded points only once, at the highest level.

5.2.3. Encouragement points

a) Candidates holding international English or French certificates at a minimum level of Level 4 according to the 6-level Foreign Language Competency Framework for Vietnam shall be awarded encouragement points as follows:

  • Level 6: up to 1.5 points;
  • Level 5: up to 1.25 points;
  • Level 4: up to 1.0 point.

International English language certificates must cover all 4 skills, except the TCF international foreign language certificate (French), which has 3 skills. Online foreign language examination certificates are not accepted.

b) Candidates achieving high results in the SAT (minimum of 1300/1600 points) shall be awarded encouragement points as follows:

  • From 1500 to 1600: 1.5 points;
  • From 1400 to below 1500: 1.25 points;
  • From 1300 to below 1400: 1.0 point.

Notes:

  • In cases where candidates have multiple achievements as specified in Section 5.2.3, encouragement points shall be awarded only once at the highest level.
  • No encouragement points under Section a) 5.2.3 shall be awarded to candidates using a converted international English certificate for admission under Method 1 (Combining the results of the 2026 High School Graduation Examination with an international English certificate for admission).
  • In cases where candidates have a foreign language subject prize (a type of prize specified in Sections 5.2.1 and 5.2.2) and simultaneously have a corresponding international foreign language certificate for the prize-winning foreign language subject, points shall be awarded only once at the highest level (reward points, merit points, or encouragement points).
  • The total bonus points, including reward points, merit points, and encouragement points, must not exceed 3.0 points on a 30-point scale.
  • Foreign language certificates and SAT results must remain valid until the end of the admission registration/application submission period (foreign language certificates and SAT results are valid for 02 years from the examination date).
  • The candidate’s admission score (including bonus points and priority points) must not exceed 30 points. In cases where the candidate’s total score exceeds 30, the admission score shall be recorded as 30 points.

5.3. Admission to the High-Quality Law Training Program

Candidates who are admitted and have confirmed their enrollment in the Standard Law Training Program, whose English score in the High School Graduation Examination in the admission year is at least 5.0 points (on a 10-point scale) or whose overall average English score for 6 semesters of upper secondary school is at least 7.0, or who use equivalent converted international English certificates in accordance with the current High School Graduation Examination Regulations, may apply for admission to the High-Quality Law Training Program if they meet one of the following criteria (in order of priority):

  • Win first, second, or third prize in an international or national Excellent Student Competition;
  • Win first prize in a provincial/municipal Excellent Student Competition/ VNU upper secondary school Excellent Student Competition/ VNU upper secondary school Olympic competition;
  • Win second prize in a provincial/municipal Excellent Student Competition/ VNU upper secondary school Excellent Student Competition/ VNU upper secondary school Olympic competition;
  • Win third prize in a provincial/municipal Excellent Student Competition/ VNU upper secondary school Excellent Student Competition/ VNU upper secondary school Olympic competition;
  • Hold an international English certificate (IETLS, TOEFL iBT) at Level 4 or above and have a high total score in the 3 subjects of the admission combination (the University will announce the specific score threshold for application submission later).

5.4. Training locations:

  • First year and second year: Study at Hoa Lac Urban Area;
  • From the third year until graduation: Study at Hoa Lac Urban Area or Xuan Thuy (the University will announce later).

Admission organization

6.1. Admission plan and Admission Notice:

Based on the admission plan of MOET, VNU University of Law shall announce the specific Admission Plan and Admission Notice on its website: http://law.vnu.edu.vn.

6.2. Time, location and method of receiving applications:

The time, location and method of receiving admission registration applications and preliminary applications for the conditions for priority admission under each Method (excluding Method 1: Admission based on the results of the 2026 High School Graduation Examination and Method 4: Admission based on the results of the Competency Assessment Test organized by VNU): The University will provide specific guidance later.

Admission priority policies

7.1. Regional priority (see Appendix I)

a) The priority points applicable to Area 1 (KV1) are 0.75 points, Area 2 – Rural (KV2-NT) is 0.50 points, Area 2 (KV2) is 0.25 points; Area 3 (KV3) is not entitled to priority points;

b) The admission area of each candidate is determined based on the location of the school where the candidate studied for the longest period during upper secondary school (or intermediate-level education, vocational secondary education); if the longest study periods in equivalent areas are equal, the area of the school where the candidate studied most recently shall be used;

c) Candidates shall be entitled to the regional priority policy applicable in the year of graduation from upper secondary school (or intermediate-level education, vocational secondary education) and the following year.

7.2. Priority for policy-based groups (see Appendix II)

a) The priority points applicable to group UT1 (including subjects 01 to 03) are 2.00 points and those applicable to group UT2 (including subjects 04 to 06) are 1.00 point;

b) Priority points for other policy-based subjects are prescribed in current legal documents as decided by the Minister of MOET;

c) Candidates falling into multiple policy-based categories specified in points a and b of this section shall receive only the highest level of priority points.

7.3. Priority point levels:

The priority point levels specified above correspond to the total score of 3 subjects (in the admission subject combination) on a 10-point scale for each examination subject (without coefficient weighting).

7.4. Formula for calculating priority points:

Priority points for candidates with a total score of 22.5 or higher (when converted to a score on a 10-point scale and the maximum total score for 3 subjects is 30) shall be determined according to the following formula:

Priority points = [(30 – Total score obtained)/7.5] × Priority point level prescribed in Sections 7.1 and 7.2.

Note: Applications and procedures for declaration and submission of evidence to receive regional and policy-based priority shall be implemented in accordance with the regulations of MOET.

Admission service fees

Admission application fee: In accordance with the regulations of MOET and current state regulations.

Commitment of the training institution to candidates: The University commits to resolving complaints in accordance with regulations; protecting the legitimate rights and interests of candidates in cases of risks; and taking responsibility for resolving cases where candidates are transferred to or from the University due to admission errors (if any).
