To all university members, staff and employees; students, postgraduate students, doctoral candidates and alumni; and all friends and partners of VNU – University of Law in Vietnam and around the world,

The year 2026 marks a momentous milestone: half a century in the formation and development of the University of Law, Vietnam National University, Hanoi (VNU). From the Faculty of Legal Studies at the General University of Hanoi, established in 1976, through the development of the Faculty of Law, to VNU – University of Law as it stands today, every step on this journey has been shaped by countless intellect, passion, dedication and aspiration to serve of our teachers and students.

On this momentous occasion, on behalf of the University’s Party Committee and Board of Rectors, I extend my warmest regards and deepest gratitude to all university members, staff and employees, both serving and retired; to all students, postgraduate students, doctoral candidates and alumni; and to the agencies, organisations and partners in Vietnam and around the world.

Half a century is a journey long enough to nurture tradition, forge a distinctive identity and establish a pround academic reputation. From its earliest foundations, the University has grown into one of Vietnam’s leading centres for legal education and research, and a community of distinguished legal scholars and experts of exceptional calibre and strong international standing. Today, more than 90% of the University’s lecturers hold doctoral degrees or higher, while nearly 35% hold the academic title of professor or associate professor – the highest proportion among Vietnam’s institutions of legal education.

The University’s standing is further affirmed by the quality of its education and research, and by an increasingly extensive network of cooperation. The University is a respected and trusted partner of numerous agencies, organisations, educational institutions and research bodies in Vietnam and abroad. To date, it is the only institution for legal education in Vietnam to have been ranked by QS, a leading international university-ranking organisation, in the 351-400 band worldwide for Law and Legal Studies in two consecutive years, 2025 and 2026. The University has undergone institutional accreditation and been recognised as meeting national higher education quality standards. Its academic disciplines and programmes are also being progressively accredited against the standards of the Ministry of Education and Training and the international AUN-QA framework. The University is likewise strengthening its role as a respected centre for policy consultation and advice to the Party, the State and social community.

These achievements belong to no single individual or generation. They are the culmination of solidarity, responsibility and enduring continuity across generations; the fruit of teachers who have devoted their hearts and minds to education; of faculty members, staff and employees whose quiet dedication has sustained the University; of generations of learners who have striven to bring distinction not only to themselves but also to the University that nurtured them; and of partners who have placed their trust in us and worked alongside us with sincerity and effectiveness throughout the past half-century.

As we enter a new phase of development, proud of our fifty-year tradition, the University’s leadership pledges to work in unity with all university members, staff, employees and learners, to pursue bold innovation and act with resolve, so that VNU – University of Law will rank among the world’s top 100 higher education institutions in Law and Legal Studies by 2035.

We are determined to build the University into a home for outstanding legal scholars; a Vietnamese centre of excellence in legal education and research, commanding due recognition across the region and worldwide; and a leading, trusted centre for policy consultation and advice to the Party, the State, communities, local authorities, businesses, and partners in Vietnam and abroad.

This is an ambitious goal, one that calls for courage, wisdom and sustained effort across our entire community. More than ever, the University looks forward to the continued trust, support and partnership of successive generations of faculty and staff, students and alumni, and all our partners. Every expression of goodwill towards the University, every idea, every contribution and every sincere collaboration is a precious source of motivation, bringing us closer to our shared aspiration.

With our fifty-year tradition as our foundation, unity as our strength, and quality, innovation and creativity as the principles that guide our actions, we firmly believe that VNU University of Law will continue to rise higher and reach further, contribute ever more meaningfully to the building of Vietnam’s Socialist rule-of-law State, and help usher in a prosperous future for our nation in a new era.

Building on the legacy forged over the past half-century, let us together preserve our tradition, join hands to shape the future, and write the next brilliant chapters in VNU – University of Law’s continuing journey of development.
