Overview

The Department of Constitutional and Administrative Law (now the Faculty of Constitutional and Administrative Law) originated from the Department of Legal Theory, History of State and Law, established under Decision No. 2889/QD-TCCB, dated 6 August 2007, of the VNU Director, on establishing departments within the School of Law (now VNU University of Law). When the School of Law was upgraded to VNU University of Law, the Department of Constitutional and Administrative Law was likewise upgraded to a faculty.

The Faculty currently has 16 full-time lecturers and more than 50 visiting lecturers and collaborators working at training and research institutions and central state agencies. Over the years, the Faculty has brought together leading scholars in Vietnamese public law, including Prof. Dr. Pham Hong Thai (Administrative Law), Prof. Dr. Nguyen Dang Dung (Constitutional Law), Assoc. Prof. Dr. Nguyen Cuu Viet (Administrative Law), Assoc. Prof. Dr. Bui Xuan Duc (Constitutional Law), Prof. Dr. Vu Cong Giao (Human Rights Law; Anti-Corruption Law), Assoc. Prof. Dr. Chu Hong Thanh (Human Rights Law), Assoc. Prof. Dr. Vo Tri Hao (Administrative Law), and Prof. Dr. Bui Ngoc Son (now a professor at the University of Oxford). The Faculty also includes a number of younger lecturers trained abroad who have built strong reputations in research and teaching in constitutional law, administrative law, human rights law and anti-corruption law, including Assoc. Prof. Dr. Bui Tien Dat, Dr. La Khanh Tung, Dr. Nguyen Thuy Duong, Dr. Nguyen Minh Tam and Dr. Nguyen Anh Duc. All of the Faculty’s full-time lecturers have trained abroad.

With more than 30 years of activity, the Faculty carries out teaching and research across the main areas of public law, organized into three groups: constitutional and administrative law; human rights law; and state governance and anti-corruption. The Faculty also teaches and researches related fields, including land law, environmental law, political science, and the history of political and legal doctrine.

In addition to teaching in the bachelor’s programs, the Faculty oversees three master’s programs: the Master’s Program in Constitutional and Administrative Law, the Master’s Program in Human Rights Law, and the Master’s Program in State Governance and Anti-Corruption. The Faculty also runs the PhD Program in Constitutional and Administrative Law and is seeking approval to launch a PhD Program in Human Rights Law. Alongside its traditional fields, the Faculty’s newer training areas, such as human rights law and state governance and anti-corruption, reflect a more open, globally oriented approach.

In research, the Faculty’s lecturers have completed hundreds of research projects at various levels, published hundreds of textbooks and monographs, and authored thousands of articles in journals and periodicals in Vietnam and abroad. Several of the Faculty’s textbooks and monographs were the first of their kind published in Vietnam and are now widely used in teaching and research at other institutions, including the Vietnamese Constitutional Law Textbook, the Vietnamese Administrative Law Textbook, the Theory and Law on Human Rights Textbook, and the Theory and Law on Anti-Corruption Textbook. Several of the Faculty’s monographs have received VNU awards for outstanding scientific research.

These achievements reflect a strong collective culture within the Faculty, marked by internal solidarity, with lecturers across generations supporting and respecting one another both professionally and personally.
