VNU University of Law announces the 2026 Postgraduate Admission Scheme (Master’s and Doctoral levels) in Law, as follows:

I. MASTER’S PROGRAM ADMISSION

1.1. Admission method and schedule

1.1.1. Direct admission (dossier review)

1. a) Conditions for admission by dossier review only (“direct admission”):

Direct admission applies only to candidates holding a bachelor’s degree who meet the following conditions:

Regarding the bachelor’s degree, the candidate must meet one of the following:

• Graduated with a Good classification or higher, in the exact matching major, from VNU within 12 months (as of the application date), from a state-funded high-quality training program or a program accredited by an accreditation body recognized by the Ministry of Education and Training (the program’s accreditation must still be valid during the candidate’s undergraduate studies);
• Graduated from a full-time program with an Excellent classification or higher, in the exact matching major, within 12 months (as of the application date), from a standard or high-quality program under Circular 23/2014/TT-BGDĐT of VNU, or from a program outside VNU (Appendix 12) accredited by a body recognized by the Ministry of Education and Training (accreditation must still be valid during the candidate’s undergraduate studies); see the 2026 direct admission registration guide in Appendix 4.
• Has scientific research achievements, convertible into bonus research points under Appendix 8; these bonus points may be added to the candidate’s cumulative GPA for direct admission purposes.

Regarding foreign language proficiency: candidates must submit proof of language proficiency meeting the requirements of the training program at the time of application (Appendix 1, Appendix 2).

1.3. Training duration

• Master’s program duration: 1.5 to 2 years.
• Maximum permitted extension: no more than twice the standard program duration.

1.4. Eligibility conditions for the Master’s program

1. a) Requirements for applicants. Candidates applying to the Master’s program must meet all of the following conditions:

• Hold a bachelor’s degree in Law, or in a major relevant to Law (see Appendix 3 for the list of relevant majors);
• For the research-orientation program: a Good classification or higher is required, or the candidate must have scientific publications (books, textbooks, journal articles, or papers published in conference/workshop proceedings) relevant to the field of study;
• Foreign language proficiency at Level 3 or higher under the Vietnamese 6-Level Foreign Language Proficiency Framework, meeting the training program’s language requirement, evidenced by one of the certificates/documents listed under item (b) below;
• A clear personal record, not currently serving a disciplinary sanction of reprimand or above, and not currently serving a criminal sentence, certified by the personnel management authority at the candidate’s workplace or the local authority of the candidate’s residence;
• Sufficient health for study. For the biological children of resistance-war participants affected by toxic chemicals, recognized by the provincial People’s Committee as having deformities, disabilities, or reduced self-care capacity due to the effects of toxic chemicals, the head of the training unit shall consider admission based on health status and program requirements;
• Degrees issued by foreign education institutions must undergo recognition procedures under current regulations;
• Submission of all required degrees, certificates, documents, and fees, complete and on time, in accordance with the regulations of Vietnam National University, Hanoi and VNU University of Law.

Note: admission of foreign nationals or overseas Vietnamese is governed by separate regulations.

1. b) Vietnamese citizen applicants must meet the foreign language proficiency requirement of the training program, evidenced by one of the following:

• A bachelor’s degree or higher in a foreign language or foreign language pedagogy, or a bachelor’s degree or higher in which the core and major coursework was conducted in a foreign language;
• A bachelor’s degree or higher issued by a VNU training unit within 2 years of the application date;
• A foreign language certificate equivalent to Level 3 or higher under the Vietnamese 6-Level Foreign Language Proficiency Framework, valid within 2 years from the test date to the application date, as listed in Appendix 1 and Appendix 2 of this Scheme;
• A career-oriented foreign language proficiency test result (VNU Test) administered by VNU University of Languages and International Studies, at Level 3 or higher.

1.5. Supplementary knowledge

• Candidates required to take supplementary courses must complete them before applying.
• Candidates receive a certificate with an accompanying transcript upon completing the supplementary knowledge program.
• Candidates must pay tuition for supplementary courses at the rate set for the undergraduate level.

1.6. Priority policy

No priority policy applies to majors admitted through the review-based admission method.

1.7. Application dossier

1.7.1. In 2026, applications continue to be submitted through the postgraduate admissions platform.

Candidates must:

• Access the VNU postgraduate admissions platform at http://tssdh.vnu.edu.vn and complete online registration as instructed. Candidates who registered an account in a previous admission cycle and have not enrolled at any VNU unit may reuse that account for 2026 registration. Candidates must commit to, and are responsible for, the accuracy of the information declared.

Registration period and paper dossier submission (including postal delivery time, if applicable):

• Round 1: 8:00, 23 March 2026 to 17:00, 17 May 2026.
• Round 2: 8:00, 13 July 2026 to 17:00, 27 September 2026.

Candidates applying under either the standard admission or direct admission method must, in addition to online registration, submit a complete dossier (per Appendix 3 or Appendix 4) to the Admissions Council within the registration period.

2.3. Training duration

• For candidates holding a Master’s degree (applying from Master’s level): 4 years;
• For candidates holding only a bachelor’s degree (applying from bachelor’s level): 4 years.

Doctoral candidates may be granted an extension for justified reasons, provided the total training period does not exceed 6 years (72 months) from the effective date of the decision recognizing doctoral candidacy to the completion of dissertation submission procedures at the training institution, prior to the independent review and dissertation evaluation committee process.

2.4. Eligibility conditions

Applicants to the doctoral program must meet the following conditions:

2.4.1. General requirements for applicants:

• a) A clear personal record, not currently serving a criminal sentence or a disciplinary sanction of reprimand or above.
• b) Sufficient health for study.
• c) Holds a Master’s degree, or a bachelor’s degree from a full-time program with an Excellent classification or higher in a relevant major/specialization, or a degree equivalent to Level 7 under the Vietnamese National Qualifications Framework in certain specialized training fields relevant to the doctoral major (Appendix 11). Candidates required to complete supplementary coursework (Appendix 11) must do so before applying. Degrees issued by foreign education institutions must undergo recognition procedures under current regulations.
• d) Meets the entry requirements of the training program standards issued by the Ministry of Education and Training and of the specific doctoral program applied for.
• e) Demonstrated research experience through a Master’s thesis from a research-orientation program, or published works as required by the training unit (if any). Candidates holding an applied-orientation Master’s degree, or a Master’s degree in a relevant major requiring supplementary coursework, or applicants from bachelor’s level, must be the author or co-author of at least one article in a specialized scientific journal, or one paper presented at a peer-reviewed national or international scientific conference with an ISBN, relevant to the research field or topic, recognized by the professorial/associate professorial title council of the relevant discipline.
• f) A research proposal stating: the proposed dissertation title and research field; the reason for choosing the field and topic; a brief overview of domestic and international research in the field; research objectives; key research content; research methodology and expected results; the reason for choosing the training institution; an implementation plan for the training period; and the candidate’s relevant experience, knowledge, and preparation for undertaking the doctoral dissertation. The proposal may include a suggested supervisor.
• g) A recommendation letter from at least one scientist holding the title of professor or associate professor, or a doctor of science or doctoral degree, who has worked professionally with the applicant and is familiar with the applicant’s intended research field. The letter must include assessments of the applicant’s ethical qualities, research capacity and attitude, and professional qualifications; for a scientist who meets the criteria for a doctoral supervisor and agrees to supervise the dissertation, the letter must additionally assess the urgency and feasibility of the proposed topic and research content, and indicate the capacity to involve the candidate in research projects and available funding for the candidate’s research (if any); and other remarks and the level of support for the applicant’s candidacy.

• h) Meets the professional experience and work seniority requirements specific to each training major.
• i) Commits to fulfilling financial obligations during training in accordance with the training unit’s regulations.

2.4.2. Vietnamese citizen applicants must meet the foreign language proficiency requirement corresponding to the training program’s language output standard, evidenced by one of the following:

• A bachelor’s degree or higher issued by a foreign training institution, a branch campus of a foreign institution in Vietnam, or a Vietnamese institution, for a full-time program conducted in a foreign language;
• A bachelor’s degree in a foreign language or foreign language pedagogy issued by a Vietnamese training institution;
• A foreign language certificate equivalent to Level 4 or higher under the Vietnamese 6-Level Foreign Language Proficiency Framework, valid within 2 years from the test date to the application date, issued by an institution recognized by the Ministry of Education and Training and Vietnam National University, Hanoi (listed in Appendix 1 and Appendix 2 of this Scheme).

Note: VNU does not accept foreign language certificates obtained through online testing. Heads of training units are responsible for verifying the degrees and language certificates of admitted candidates upon enrollment, in accordance with current VNU regulations.

2.4.3. Foreign citizen applicants registering for a doctoral program taught in Vietnamese must have Vietnamese proficiency at Level 4 or higher under the Vietnamese Language Proficiency Framework for Foreigners, or must hold a bachelor’s degree (or higher) from a program taught in Vietnamese, and must meet the second foreign language requirement of the doctoral program (if any), unless the applicant is a native speaker of the language used in the doctoral program.

2.8. Support policy for doctoral candidates

• VNU, VNU University of Law, its Faculties, and assigned supervisors provide support to doctoral candidates in publishing research findings and scientific outputs in international scientific journals and other reputable scientific forums.

III. NOTES ON SUBMITTING THE APPLICATION

• Candidates applying to postgraduate programs who use invalid degrees or certificates in VNU postgraduate admission examinations will be barred from applying in that year and the following 2 years.
• Candidates must submit all required degrees, certificates, documents, and fees, complete and on time, in accordance with the regulations of Vietnam National University, Hanoi and VNU University of Law.
• Where a candidate holds a bachelor’s or Master’s degree issued by a foreign education institution, the degree must be recognized by the competent authority under current regulations.
