II. UNDERGRADUATE ADMISSIONS IN 2025

1. Applicants and admission eligibility

1.1. Applicants are determined at the time of admission (before the official announcement of admission results), including:

a) Persons who have been recognized as having graduated from upper secondary school (high school) in Vietnam or hold a foreign high school diploma recognized as equivalent;

b) Persons who hold an intermediate-level vocational education diploma in a field belonging to the same group of fields for which they are applying and have completed all required upper secondary school-level cultural knowledge in accordance with the law;

The above applicants must satisfy the following conditions:

a) Meet the admission threshold as prescribed;

b) Have sufficient health to study as prescribed;

c) Have complete personal information and application documents as prescribed.

1.2. Foreign applicants must meet the language proficiency standards required by the relevant training program or major in accordance with the regulations of the Ministry of Education and Training;

2. Description of the 2025 regular undergraduate admission methods (admission)

In 2025, VNU University of Law uses the following admission methods:

2.1. Method 1 (Code 100): Admission based on the results of the 2025 High School Graduation Examination; Combination of the 2025 High School Graduation Examination results with an international certificate for admission

2.1.1. Admission based on the results of the 2025 High School Graduation Examination

Applicable to applicants who have results from the 2025 High School Graduation Examination. The University uses 06 admission combinations and there is no difference in admission scores among the admission combinations; subjects in the combination are weighted equally.

For applicants who already hold a high school diploma and/or an intermediate-level vocational education diploma and wish to apply for admission to VNU University of Law in 2025, they must take the 2025 High School Graduation Examination as the basis for admission; applicants shall select examination subjects appropriate to the University’s admission combinations.

2.1.2. Combination of the High School Graduation Examination results with an international certificate for admission

For combinations containing English, applicants may use a converted international English certificate (IELTS, TOEFL) (according to Appendix III) in place of the English subject, combined with the scores of the other 2 subjects in the combination for admission.

2.2. Method 2 (Code 301): Direct admission and Priority admission applicable to applicants under Article 8 of the Admission Regulations of the Ministry of Education and Training

2.2.1. Direct admission

  • Labor Heroes, Heroes of the People’s Armed Forces, and National Emulation Fighters shall be directly admitted to a major/training program of the University according to the applicant’s preference;
  • Applicants who win first, second, or third prizes in the national or international excellent student selection examination in one of the following subjects: Mathematics, Physics, Literature, History, Geography, or English, organized by or with participation designated by the Ministry of Education and Training;
  • Applicants who win first, second, or third prizes in the national or international Science and Engineering competition (Social and Behavioral Sciences group), organized by or with participation designated by the Ministry of Education and Training.

The prize must have been obtained no more than 03 years prior to the time of direct admission.

2.2.2. Priority admission:

For applicants specified in Section 2.2.1 who apply for majors according to their preferences (without exercising their right to direct admission), the University shall consider awarding additional points of no more than 10% of the maximum score of the scoring scale (30-point scale), specifically as follows:

  • First prize in the national or international excellent student selection examination or national or international Science and Engineering competition organized by or with participation designated by the Ministry of Education and Training: 3.0 points;
  • Second prize in the national or international excellent student selection examination or national or international Science and Engineering competition organized by or with participation designated by the Ministry of Education and Training: 2.5 points;
  • Third prize in the national or international excellent student selection examination or national or international Science and Engineering competition organized by or with participation designated by the Ministry of Education and Training: 2.0 points;
  • Consolation prize in the national or international excellent student selection examination; Fourth prize in the national or international Science and Engineering competition organized by or with participation designated by the Ministry of Education and Training: 1.5 points.

The prize must have been obtained no more than 03 years prior to the time of admission.

2.3. Method 3 (Code 401): Admission based on the results of the Competency Assessment (HSA) administered by Vietnam National University, Hanoi

Admission is based on the results of the High School Student Competency Assessment examination administered by Vietnam National University, Hanoi (regardless of the admission combination). The admission threshold shall comply with the regulations of Vietnam National University, Hanoi and the Ministry of Education and Training.

The examination date must be no more than 02 years prior to the time of admission.

2.4. Method 4 (Code 500): Priority admission in accordance with the admission regulations of Vietnam National University, Hanoi and VNU University of Law; Admission of applicants who are students of university preparatory schools

2.4.1. Priority admission in accordance with the admission regulations of Vietnam National University, Hanoi and VNU University of Law

2.4.1.1. High school students nationwide shall be eligible for priority admission (by adding points to the 2025 High School Graduation Examination results) to undergraduate training programs/majors at VNU University of Law if they graduate from high school, have their academic performance for all 3 years of high school assessed as good (academic performance classified as good or above), and meet one of the following criteria:

a) Win first, second, or third prize in high school-level Olympic competitions of Vietnam National University, Hanoi;

b) Win first, second, or third prize in the high school-level excellent student examination at Vietnam National University, Hanoi;

c) Win first, second, or third prize in the provincial/centrally affiliated municipality excellent student examination.

*Prize-winning examination subjects include: Mathematics, Physics, Literature, History, Geography, and English.

*The content of the prize-winning competition project belongs to the Social and Behavioral Sciences group.

The additional points for applicants in this category are as follows:

  • First prize (VNU high school-level excellent student examination, VNU high school-level Olympic competition, provincial/centrally affiliated municipality excellent student examination): 2.5 points;
  • Second prize (VNU high school-level excellent student examination, VNU high school-level Olympic competition, provincial/centrally affiliated municipality excellent student examination): 2.0 points;
  • Third prize (VNU high school-level excellent student examination, VNU high school-level Olympic competition, provincial/centrally affiliated municipality excellent student examination): 1.5 points;
2.4.1.2. Applicants achieving high results in the SAT examination (minimum 1200/1600 points) shall receive additional points as follows:
  • From 1200 to below 1300: 0.5 points;
  • From 1300 to below 1400: 1.0 point;
  • From 1400 to below 1500: 1.5 points;
  • From 1500 to 1600: 2.0 points.
2.4.1.3. High school students of Vietnam National University, Hanoi who have participated in the VNU 12+ Program under Decision No. 2008/QĐ-ĐHQGHN dated 16/05/2024 of the President of Vietnam National University, Hanoi, whose high school academic results (average of 3 years) are at least 9.0, whose high school English subject score is at least 7.0/10 or who possess a foreign language certificate (IELTS from 5.5/TOEFL iBT from 72 points), and who have accumulated sufficient 03 courses in the training program of one of the 4 undergraduate majors/training programs of VNU University of Law for GPA calculation shall receive additional points to the High School Graduation Examination results, as follows:
  • Excellent GPA: 2.5 points;
  • Good GPA: 2.0 points;
  • Fair GPA: 1.5 points.
2.4.1.4. Applicants meeting the criteria specified in Section 2.4.1.1 must have obtained the prize no more than 03 years prior to the time of admission.

For applicants meeting the criteria specified in Section 2.4.1.2, the certificate examination date must be no more than 02 years prior to the time of admission.

For applicants meeting the criteria specified in Section 2.4.1.3, priority admission shall apply in the year of high school graduation.

2.4.2. Admission of applicants who are students of university preparatory schools

Admission shall comply with Circular No. 44/2021/TT-BGD&ĐT of the Ministry of Education and Training dated 31/12/2021.

3. Rules for equivalent conversion of admission thresholds and admission scores among admission combinations and admission methods

The conversion of admission thresholds and admission scores shall be carried out in accordance with the regulations of the Ministry of Education and Training and Vietnam National University, Hanoi. The University shall announce the results according to the common schedule of the Ministry of Education and Training and Vietnam National University, Hanoi.

5. Other necessary information for applicants applying to VNU University of Law

5.1. First-year training location:

Study at Hoa Lac Urban Area; from the second year until graduation, study at: Xuan Thuy, Cau Giay, Hanoi.

5.2. Additional points:

  • Applicants eligible for additional points and the level of additional points: As specified in Sections 2.2 and 2.4 of this document;
  • Principle for awarding additional points: The total of additional points, bonus points, and incentive points (collectively referred to as additional points) for applicants with special achievements shall not exceed 10% of the maximum score of the admission scoring scale (maximum 03 points on a 30-point scale).

5.3. Criteria for allocation to majors and training programs for admission codes by major:

In 2025 (QH-2025 Cohort/K70), VNU University of Law enrolls students from the outset into 03 major codes and 04 training programs (Section 4), including 01 high-quality Law training program according to the criteria of Vietnam National University, Hanoi. The selection of majors/training programs and admission combinations is based on the following grounds:

  • The implementation of admission shall ensure the principle of optimizing applicants’ interests and expanding their opportunities for choice;
  • Use of admission methods for all majors/training programs;
  • The University uses 06 admission combinations for all majors/training programs. The selection of admission combinations is considered and assessed by the University to create opportunities for applicants from different regions, as well as to facilitate applicants in selecting examination subjects for the High School Graduation Examination and subjects for university admission that are appropriate to them.
  • The majors/training programs have received interest from applicants and parents in recent years.

5.4. Other information:

a) Admission principles

  • The University admits applicants (for each applicant) according to the level of priority from highest to lowest among the registered preferences (NV), with NV1 being the highest priority. Applicants may register an unlimited number of preferences by admission major and shall only be admitted to 01 (one) preference with the higher priority and shall not be considered for preferences with subsequent levels of priority.
  • The University admits applicants by major code, taking scores from highest to lowest until the quota for each major is filled, without distinguishing the order of preferences among applicants (except for applicants with the same admission score at the end of the list, in which case the University shall use the preference order as a secondary criterion to select the applicant with the higher preference order).
  • Admission scores are calculated on a 30-point scale and rounded to 2 decimal places.
  • For admission based on the results of the High School Graduation Examination, for admission combinations containing a foreign language subject, VNU University of Law only uses the examination score from the 2025 High School Graduation Examination and does not use results of exemption from the foreign language examination under the Regulations on the High School Graduation Examination of the Ministry of Education and Training; examination scores retained from previous years’ High School Graduation Examinations shall not be used for admission, and priority points shall not be awarded to applicants holding vocational certificates.
  • Undergraduate admission quotas may be flexibly transferred among majors, ensuring that the total quota does not exceed the announced quota.

b) Additional requirements for the admission method combining an international English certificate:

For the admission method combining the 2025 High School Graduation Examination results with an international English certificate for admission (IELTS and TOEFL iBT), applicants must satisfy the following conditions:

  • Applicants must have an IELTS English certificate of at least 5.5, a TOEFL iBT of at least 72, or equivalent international English certificates.
  • The foreign language certificate must cover all 4 skills and the minimum score for each skill must be 5 points (on a 10-point scale), (equivalent conversion: a minimum of 4.5 for each IELTS skill and a minimum of 15 for each TOEFL iBT skill). Online – Home edition foreign language certificates shall not be accepted.
  • Admission principle: Foreign language scores shall be converted in accordance with the regulations of Vietnam National University, Hanoi (See Appendix III), added to the scores of the other two subjects in the admission combination, and used as the admission condition according to the common plan of the Ministry of Education and Training.

c) Additional requirements for the High-quality Law training program (according to VNU criteria):

Applicants registering for admission to the High-quality Law training program must meet one of the following foreign language (English) requirements:

  • The Foreign Language subject result in the 2025 High School Graduation Examination must be at least 5.0 points (on a 10-point scale);
  • The average score of the Foreign Language (English) subject over 6 semesters of high school must be at least 7.0 points;
  • Possess an international English certificate (IELTS, TOEFL) meeting the conditions for exemption from the Foreign Language examination for the recognition of high school graduation in accordance with the regulations of the Ministry of Education and Training.

d) Responsibilities of applicants

  • Applicants registering preferences for admission to VNU University of Law must carefully study the University’s Admission Information and comply with the regulations on eligibility, documents, procedures, and deadlines for submitting admission applications. Applicants must not register preferences for majors, training programs, or admission methods for which they do not meet the eligibility requirements.
  • Applicants applying through other methods (excluding admission based on the results of the High School Graduation Examination) must carefully read and properly comply with Appendix IV (attached to this document).
  • Fully declare and ensure the accuracy of all information in the admission application, particularly information on priority areas and priority groups (if any).
  • During the admission process and while students are studying, the University shall conduct inspections and examinations of application documents (particularly documents supporting applicants’ entitlement to priority policies) and applicants’ admission scores. Applicants are responsible for the authenticity of the information registered on the admission portal of the Ministry of Education and Training and the University’s admission portal. The University has the right to refuse admission or require withdrawal from the University if applicants fail to satisfy the admission conditions when the information is verified.

6. Admission organization

6.1. Admission plan and Admission Notice:

Based on the admission plan of the Ministry of Education and Training, VNU University of Law shall announce the specific Plan and Admission Notice on the website: http://law.vnu.edu.vn.

6.2. Time, location, and method of receiving applications:

The time, location, and method for receiving admission applications and conducting preliminary eligibility screening for Priority Admission under the Methods (excluding admission based on the results of the High School Graduation Examination): applicants shall view and follow Appendix IV of this document.

7. Priority policies in admission

The University applies priority policies in accordance with the current admission regulations by area and by category, specifically:

7.1. Priority by area (Appendix I of this document)

  • The priority points applicable to Area 1 (KV1) are 0.75 points, Area 2 – Rural (KV2-NT) is 0.5 points, Area 2 (KV2) is 0.25 points, and Area 3 (KV3) receives no priority points;

7.2. Priority by policy category (Appendix II of this document)

  • The priority points applicable to Priority Group 1 (including categories 01 to 04) are 2.0 points, and those applicable to Priority Group 2 (including categories 05 to 07) are 1.0 point.

7.3. Priority point levels:

The priority point levels specified above correspond to the total score of 3 subjects (in the subject combination used for admission) on a 10-point scale for each examination subject (without weighting); where an admission method uses a different scoring scale, the priority point level shall be converted equivalently.

7.4. Formula:

For applicants whose total score is 22.5 or higher (when converted to a 10-point scale and the maximum total score for 3 subjects is 30), the priority score shall be determined according to the following formula:

Priority score = [(30 – Total score obtained)/7.5] × Priority score specified in Sections 7.1 and 7.2.

7.5. Note:

Information on priority by area and category; documents and procedures for declaring and verifying information to receive priority by area and category, applicants may refer to Appendix V.

8. Admission fee:

Admission fee: In accordance with the regulations of the Ministry of Education and Training and current state regulations.

9. The training institution’s implementation of commitments to applicants:

The University commits to resolving complaints in accordance with regulations; protecting the legitimate rights and interests of applicants in cases of risks, and taking responsibility for resolving cases in which applicants are transferred to or from the University due to errors in admission (if any).

10.2. Admission to the second training program (Double Degree)

  1. Admission applicants: Students currently studying at training units of Vietnam National University, Hanoi in the regular education mode.
  2. Admission quota in 2025: 200.
  3. Admission conditions and principles: At the time of application, students must satisfy the following conditions:
  • Have completed at least two semesters of the first training program;
  • Have a cumulative grade point average of all courses from the beginning of the program to the time of registration for the second training program of at least 2.5 and meet the admission quality threshold of the second program in the admission year, or have a cumulative grade point average of all courses from the beginning of the program to the time of registration for the second training program of at least 2.0 and meet the admission conditions of the second program in the admission year.
