VNU University of Law Holds Thematic Conference on Science, Technology and Innovation
On 28 June 2026, in Phu Tho, VNU University of Law held a thematic conference on science, technology and innovation (STI) titled “New Mechanisms, Policies and Development Directions for STI at VNU University of Law.” The conference was attended by Assoc. Prof. Dr. Bui The Duy, Director of Vietnam National University, Hanoi (VNU); Assoc. Prof. Dr. Pham Bao Son, Deputy Director of VNU; Assoc. Prof. Dr. Nguyen Tien Vinh, Rector; the University’s Vice Rectors and unit leaders; and experts and scholars from the University’s Science and Training Council.
In his opening remarks, Assoc. Prof. Dr. Nguyen Tien Vinh spoke about the key role of scientists and administrators in advancing the University’s STI development. The conference was organized to discuss new STI mechanisms and policies and to propose directions and solutions for developing the University’s STI activities in the new context.
Assoc. Prof. Dr. Mai Van Thang presented a paper on new policies and regulations related to STI and the issues these raise for the University at the present stage. The paper analyzed the effects of Resolution No. 57-NQ/TW, the 2025 Law on Science, Technology and Innovation, and other new mechanisms and policies on scientific research at higher education institutions. Based on this analysis, the paper proposed a number of priority tasks: completing the University’s STI strategy and institutional framework; building an innovation ecosystem; establishing an STI Development Fund; issuing policies to develop research groups; and attracting and training high-quality scientific personnel.
Next, Assoc. Prof. Dr. Nguyen Hoang Anh presented a paper on the current state and development directions for the University’s STI work in the new period. The paper set out achievements from recent years, including building a relatively coherent system of STI policies; maintaining a leading position among Vietnamese law schools in scientific publication; successfully establishing the Autumn Legal Studies Forum and the young scholars’ “Spring Legal Studies” forum; expanding policy advisory work for the Party and State; broadening international cooperation; and improving academic standing in international rankings.
Alongside these results, the conference also identified a number of difficulties and challenges: few strong research groups have been formed; mechanisms for attracting high-quality scientific personnel have yet to produce a real breakthrough; international cooperation has not translated strongly into valuable research output; and assessment of the social impact of scientific products remains limited.
Discussion at the conference was extensive, with scientists and administrators offering a wide range of views. Delegates focused on proposals for the University’s STI development in the new period, emphasizing the need to meet international standards for research and publication; to adapt to digital transformation and increase the application of new technology in research and training; to build mechanisms for attracting and developing high-quality STI personnel; to develop interdisciplinary research groups and priority research programs; and to strengthen cooperation with businesses, localities and international partners to mobilize resources for STI development effectively.
Speaking at the conference, Assoc. Prof. Dr. Bui The Duy, VNU Director, praised the results and development directions the University had set out for STI and expressed agreement with many of the views and proposals raised by delegates. He said that, as a leading institution for legal education and research, VNU University of Law should take an active role as an advisory body on legal policy for VNU and contribute to institutional reform and the development of science and technology across the university system. He described this as an important basis for the University to raise the value and influence of its research output, expand advisory and knowledge-transfer activities, and gradually increase revenue from science, technology and innovation. He also said VNU would continue to act as a bridge, helping the University identify and mobilize resources for STI development. He added that, to achieve this effectively, the University should proactively propose specific, strategic and implementable research ideas, programs and projects, giving VNU a basis to connect and mobilize appropriate resources.
In his closing remarks, Assoc. Prof. Dr. Nguyen Tien Vinh said the University would carefully consider the input from experts, scholars and VNU leaders to further develop its STI strategy for the new period, with the aim of establishing VNU University of Law as a leading center for research, innovation and legal policy advisory work in Vietnam and the region.
