Workshop: “Current Status and Solutions for Improving Legislation on the Organization and Operation of the State Apparatus in the New Era”
On the morning of 27 May 2026, VNU University of Law held a workshop titled “Current Status and Solutions for Improving Legislation on the Organization and Operation of the State Apparatus in the New Era.” The workshop was organized jointly with the Institute of Legal Strategy and Science, Ministry of Justice, as part of the Ministry’s project “Strategy for Improving Vietnam’s Legal System in the New Era.”
From the Institute of Legal Strategy and Science, attendees included Dr. Nguyen Van Cuong, Director, and Dr. Chu Thi Hoa, Deputy Director. From VNU University of Law, attendees included Assoc. Prof. Dr. Nguyen Hoang Anh, Vice Rector, and Assoc. Prof. Dr. Dang Minh Tuan, Head of the Faculty of Constitutional and Administrative Law. The workshop drew a large number of experts, scholars, administrators and lecturers from VNU University of Law and other law training and research institutions across the country, including Prof. Dr. Hoang Thi Kim Que, Prof. Dr. Nguyen Dang Dung, Assoc. Prof. Dr. Bui Tien Dat, Dr. La Khanh Tung, Dr. Vu Duc Hanh (Head of the Faculty of State and Law, University of Procuracy), Prof. Dr. Phan Trung Ly (former Chairman of the National Assembly’s Law Committee), Dr. Nguyen Van Phuc (former Deputy Chairman of the National Assembly’s Economic Committee), Dr. Nguyen Van Thanh (former Deputy Inspector General of the Government Inspectorate), Dr. Nguyen Quoc Van (former Director of the Institute of Inspection Strategy and Science) and Dr. Dau Cong Hiep (Hanoi Law University), among others.
In her opening remarks, Assoc. Prof. Dr. Nguyen Hoang Anh said the workshop was held as the Party and State work to build and improve Vietnam’s socialist rule-of-law state, reform the organization of state institutions, advance national digital transformation and improve the country’s institutional framework in the new era. She noted that legislation on the organization and operation of the state apparatus plays a particularly important role, as it directly shapes the model for organizing state power, mechanisms for exercising and controlling that power, and public accountability.
Dr. Nguyen Van Cuong, representing the Institute of Legal Strategy and Science, spoke about the significance of the project “Strategy for Improving Vietnam’s Legal System in the New Era” and acknowledged the contribution of researchers, law training institutions and scholars in providing scientific and policy grounds for improving national institutions in this new period of development.
The workshop addressed a range of theoretical and practical issues related to improving legislation on the organization and operation of the state apparatus amid digital transformation, modern national governance and the building of Vietnam’s socialist rule-of-law state. Papers and discussion covered topics including: rethinking the legal approach to organizing and exercising state power; improving legislation on the organization and operation of the National Assembly, the Government, the People’s Courts and the People’s Procuracies; decentralization and delegation of authority; independent constitutional institutions; control of state power; accountability; and digital transformation and the building of a digital state.
In the presentation session, participants proposed broad directions for improving legislation on state organization toward a modern, effective, people-centered model, and emphasized the need to shift from a traditional administrative-management model to a modern national governance model adapted to digital transformation and artificial intelligence. Experts also gave particular attention to strengthening mechanisms for controlling state power, accountability, human rights protection, decentralization and constitutional review within a modern rule-of-law state.
At the close of the workshop, the organizing committee said it had achieved significant academic and practical results. The papers and discussion helped clarify foundational theoretical issues and the requirements for legal reform in the new period, while providing scientific grounds and policy recommendations directly supporting the development of the project “Strategy for Improving Vietnam’s Legal System in the New Era.” Following the workshop, VNU University of Law will prepare a policy recommendation report on improving legislation on the organization and operation of the state apparatus, to be submitted to the Institute of Legal Strategy and Science, Ministry of Justice, and other relevant agencies.
The workshop further reflects VNU University of Law’s role in scientific research, policy advisory work and academic contributions to major national issues, particularly in building the rule-of-law state, improving institutions and advancing modern national governance.
